With an embrace from Portugal, I have been informed that this building is the Antigo Banco de Fomento Nacional (1919) and the architect was Miguel Nogueira.

Thanks to a comment below which informs me that the architect was Manuel Joaquim Norte Júnior (1878-1962). The address is Avenida Fontes Pereira de Melo, n.º 28
