I have some doubts about that date and the attribution to Henry Cheers?I think Cheers designed the very different red-brick slightly Gothic block facing Corporation Street now known as "The Harris Building"Your photo looks to be the earlier building for "The Preston Institution for the Diffusion of Useful Knowledge" which became "The Harris Institute".http://www.britishlistedbuildings.co.uk/en-391876-harris-institute-preston
